Job Purpose is to carry out the statutory and other functions of Regulatory Services:

• Implement Council Policy
• Attend meetings on behalf of the Service and the Council as required
• Work closely with outside bodies and neighbouring authorities when joint initiatives become necessary
• To undertake other functions and roles at a similar level as and when required.
• To implement the Services responsibilities in respect of the Water Intended for Human Consumption (Private Supplies) (Scotland) Regulations 2017.

Main Accountabilities

To identify private water supplies in Perth and Kinross area, the number of properties served by theses supplies and the level of routine sampling required in terms of the Water Intended for Human Consumption (Private Supplies) (Scotland) Regulations 2017.

To sample private water supplies in line with the predetermined sampling frequencies contained within the Services water sampling programme and provide advice to owners / users of private supplies on the outcomes of analysis or examination.

Carry out risk assessments of relevant water supplies in line with agreed guidelines.

To sample / risk assess water / water supplies for other purposes e.g.public health enquiries or property related requests.

To arrange for the transportation of water and other samples to the Scottish Water laboratory in line with established procedures and arrangements for sample submission.

Ensure that all Health & Safety activities reflect and promote the Council's commitment to Equal Opportunities.

To maintain the Services database and associated records in respect of private water supplies in line with Service polices and procedures and prepare appropriate reports as requested.

To assess and administer improvement grants to eligible users on private water supplies.

Job Specific Requirements

The postholder may be required to perform duties out with normal working hours and may be required to perform duties other than those given in the job description for the post.

The duties and responsibilities attached to posts may vary from time to time depending on the requirement of the Service without changing the general character of the duties or the level of responsibilities entailed.

Skills & Experience Required

You must be educated to Standard grade level or equivalent in English and a Science subject.
You should have knowledge of water supply systems and / or microbiological / chemical testing of water.
You will have well-developed ICT skills.
You should be able to work on own initiative.

You must be able to establish and sustain positive relationships with colleagues within the service and across Council services, employees, and key stakeholders.
You should have good inter-personal skills including diplomacy.

The successful applicant will be required to observe the Council’s health and safety obligations and safe working practices.
The post requires the successful applicant to be able to cope with the physical demands of the post.
Knowledge of the significance of risk assessment and safe working practises in a work setting is required.

Knowledge and ability to support effective service delivery by undertaking
a range of technical/specialist/design tasks and inspections to the required
standard.

• Ability to undertake investigations/inspections/surveys and report findings
and recommendations
• Ability to develop and monitor approved programme of works/projects and
ensure targets and costs are met
• Ability to interpret and implement updates/changes to
regulations/legislation within area of work
• Organisational skills to plan, prioritise and schedule workload for self and
others
• Knowledge in the use and care of specialist/technical equipment
• Communication skills to deal effectively with a range of enquiries and
requests by providing technical/specialist advice and information which
may require investigation, research and explanation
Interpersonal skills to provide explanations of outcomes using a range of
advising, guiding and persuading skills to inform others, where appropriate
manage conflict
• Numeracy skills to carry out relevant calculations within area of work
• Digital skills to operate and maintain relevant systems and equipment
ensuring the integrity of data/information
• Knowledge and understanding of financial processes to undertake a range
of financial activities and ensure others follow the correct processes,
procedures and regulations
• Ability to allocate and co-ordinate the work of others and provide on the
job training, where appropriate
• Knowledge, understanding and ability to apply relevant Council policy and
procedures and as appropriate, external regulations for improving service
delivery
• Ability to co-operate and comply with the Council’s health and safety
policy and arrangements
• Ability to co-operate and comply with the Council’s civil contingencies
policy and follow emergency plans
